占星学は科学だが、占星術は科学ではないという主張は誤りです。英語では、学も術も共にサイエンス〈科学〉です。
「学術研究」という言葉の英語は、学がサイエンスの翻訳で、術はアートの翻訳です。しかし、実用上、学も、術も特別な差はありません。たとえば、電気工学も電気技術も共にテクノロジーであり、学問として研究する場合もあれば、
実用の技術として研究する場合もあります。人々は自然科学
だけが科学だと誤解していますが、英語では、すべての
学問は文系、理系の差別なくともにサイエンス(科学）です。
約二千五百年前の古代ギリシャで、人々は学問というものを考えだしたのです。それまでは、星占いとして
親しまれてきた技術を、占星学と呼ぶようになりました。そして、占星学のうちで、特に天体の問題を研究
する一分野に天文学
という名称を与えました。占星学は実用の役に立たない議論だと主張をする人は福沢諭吉(1834 - 1901)が「学問のすすめ」のなかで、西欧の学問は実用的な学問、実学であると記載していることを学ぶ必要があります。
精神論を主張する人が、占星術では営業者の縄張り意識を主張すると
かあるいは，師弟の関係を重要に考えるということを主張すれば、 占星学では公開した学問としての議論を誰とでも自由に展開できるのに対して、占星術は個人的な秘伝を含むので、公開した自由な議論ができなくなるというになります。 
難しい理論は不要だけれども、「なんとなく」西洋の星占いを知りたいという希望者が「なんとなく」知った知識で
星占いが迷信だという議論を展開しています。世界の歴史を読むと過去の多くの宗教者が星占いの知識を利用してきた
ことが判明しますが、星占いを宗教の教義の中心とした宗教は地方宗教には存在しても、大宗教には育ちませんでした。星占いを「信じる」人はいますが、
星占いの仕組みを追求すると「信じる」という精神状況だけでは理解ができなくなるのです。
世界の言葉で、占星学と占星術とを分けているのは日本語だけです。英語では、
占星学も占星術もともに「アストロロジー」ですが、占星学の研究者を特に「シーリヤス・アストロロジャー」（真面目な研究者）といい、営業者のことを「プラクティショナー」いいます。いずれにしても、占星学、占星術、星占いという３種類の言葉が「定義があやふや」のままで、個別の分類（カテゴリー）として存在している日本語の後進性は憂慮すべきものです。
バビロニアやカルディアの文献は占いの実践を職業とする人物が自分の経験を記録に残す断片的な形式の文献が多いのですが、
アラビア諸国の文献は古代の話を詩文の形で記録したものになり、中世期のヨーロッパ以降は過去の文献を解説する
形式の文献が多くなりました。十九世紀以降の文献は過去の例を鵜呑みにしないで検証する形式の文献が多くなりました。
それで、新しい占星学の手法として、ハーフサムや、ミドポイントやハーモニックなどが研究されるようになりました。
占星学の新しい動きを批判する一部の人々の攻撃によれば、本来の占星学は天文学の法則に従っていないのだから、古代バビロニアの
形式を守るべきであるという批判です。占いが的中すれば理屈なぞは「こじつけ」でよいという主張は長い占星学の歴史のなかで、
何度も繰り返された主張です。人々は的中する占いの信頼性を求めているのですから、根拠がある理論の説明を求めているのです。
Either the science of astrology or the art of practice of astrology must be human knowledge of science. For instance,
the electric engineering will be studied as one of the categories of the natural science.
This is inclusive of the arts of
applied science and also the basic theory of one division of physics studied. The word SCIENCE connotes either 1) possession
of knowledge, or 2) a department of systemized knowledge, or 3) knowledge covering general truths tested. There is any
specific category in neither natural scientific field nor literature artistic field specified.
Human has originated the specific concept covering SCIENCE in some twenty five hundred years ago in Greek.
The habit of art in consulting to the movement of sky bodies for the human life was named ASTROLOGY. The
partial section of astrology in observing the traits of sky bodies was nominated as ASTRONOMY or one section of
astrology defined.
Culture difference of Japanese people against Europeans may be wedded to trip up with a word of definition specified.
The later people may be much more interested in the content of word connoted than the style of wording that is looked.
For instance in case of a Japanese student who may emphasize the spiritual aptitude of astrology, he may be sensitive for the
business territory that might restrict the free open discussion on the art studied.
Some of spectators asking for astrology may learn the art with a misunderstanding that the art could be coming from
a superstitious hidden tale released. History describes many records of application of astrological knowledge for a step of
development in a school of religious group, however, such local activity did not come to build up in the major religious unit.
One may believe the astrology in the beginning but he will eventually need the logical approach to the art beneath his belief.
The language of Japan may be one of specific culture inherited. People of Japan may recognize the art of practice of astrology
in a different category from the science of serious astrology because of its specific definition placed. There is still another
category of Japanese word indicating the lucky stars specified. It is confusing enough to see such mess of wordings in Japanese.
The description left in Babylonia and Chaldeans was mostly in a form of short memorandums for the guidance on the art
of astrology practiced. Literatures from Arabic countries are mostly written in a form of poets. After the ages of medieval
Europe, we see many descriptions in digesting the previous literatures analyzed. In and after the Nineteenth Century, we
see much analytical description with selective notations by flushing out minor modification of ancient habit ingrained.
This can introduce some new types of approach to the art of practice after the later half of the Nineteenth Century and
we see new studies on either the half-sum, mid-points and harmonics analysis developed.
In against new trends of the research in astrology, there is an opinion debating on the specific difference of astrology found from the
astronomy in explanation placed. This insisted on the ancient style of Babylonian type astrology instead of the modern style of
analytic or scientific approach explored. The old words in justifying the art as far as it should have indicated a nice hit in its prediction.
In against such old belief on the ancient arts, we nowadays people are looking forward to find a logical reasonability in the arts placed.
